Independent Review of the Marin Clean Energy Proposal. This independent review of the Marin Clean Energy proposal was organized and conducted by a subcommittee of Marin County city managers in order to test assumptions used in developing the Marin Clean Energy proposal, including the Business Plan produced by Navigant Consulting, the critique of the Business Plan by PG&E, and the peer review of the Business Plan by JBS Consulting. Released October 16, 2008.
Independent Analysis of CCA Feasibility Study. This review was completed in August 2005 and analyzes the model and assumptions developed by Navigant Consulting, Inc in the CCA Feasibility Study to determine the economic viability of a CCA program. The independent analysis states that the approach is sound, while highlighting risks and assumptions that should be examined in greater detail moving forward.
