Community Choice Aggregation

In 2002, Assembly Bill 117, known as Community Choice Aggregation or CCA, enabled California cities and counties with the right to procure energy on behalf of electric consumers within their jurisdictions.

The CCA system has been adopted into law in the states of California, Massachusetts, Ohio, New Jersey, and Rhode Island.

Currently, nearly 1 million Americans receive service from CCAs.

The business plan presents a proposal for Marin to form a regional CCA program serving the unincorporated areas of the County as well as eleven cities located within the County's geographic boundary. The plan sets forth proposals for how a Marin CCA program would be organized, funded and operated. Prepared by Navigant Consulting, Inc. Updated April 2008.

This independent review of the MCE proposal was organized and conducted by a subcommittee of Marin County city managers in order to test assumptions used in developing the Marin Clean Energy proposal, including the Marin CCA Business Plan, the critique of the Business Plan by PG&E, and the peer review of the Business Plan by JBS Consulting. As required by AB 117, in order to implement a CCA program an Implementation Plan must be submitted to the California Public Utilities Commission. ThisImplementation Plan was approved by the MEA Board of Direcotrs on December 3, 2009 and submitted tot he CPUC on December 4.
